I don't know anything about vinegar, but he might be using a gibberilic acid. I'd say it smells more like an alcohol than vinegar. It would have an effect to make it set blooms. We often used it in vegetables. I've seen it sold under names such as ProGibb or GibbGro. They had different ones but we always used the 4% version. It works good on Bell Pepper. We've used it on other crops after they suffered hurricane damage or a bad storm. Also helps after cool periods. We also used it on spinach to make it stand up better for machine cut. I like reading the label for other uses. It is one of the few labels with bananas on it. That always made me laugh.
