IL has done 57% in a week before so if it really was perfect going 2/3 could be done. This week however like you said wasn’t it. With scattered progress all around the state in less than perfect conditions my guess would be around 18-20%. Big weeks aren’t from necessarily great conditions. It’s when all parts of the state bust loose after an extended wet spell.
