Well, the only computer device I've had trouble with lately in my house sometimes has this problem. - Must not be frozen in order to charge.
- Must have a charge in order to start up without freezing.
The solution is to constantly reset it while on the charger (resetting is an obscure two fingered salute). Eventually little bits of charge get the battery to the point where it will allow the device to fully boot and then fully charge. Can you guess what device it is?
