I'd say it is simple, they didn't. It is another fake news headline. If you actually read the article it just said they weren't accurate nothing about "rigging" them which would be willfully tampering. Big difference between that and not getting them certified properly or in timely manner, which I bet is what happened here but since journalists are so worthless with their story writing and research we will never know.

That’s what I was thinking. I know you can rig a dump scale but that wouldn’t be used for cattle. I’m guessing this was a platform but I don’t know. |
