Subject: JD 7200 hydraulic problems-help!

I purchased a used 7200 vacuum planter recently. I am trying to run it with a '90 model ford 7610. The tractor has open-centered hydraulics. When I turn it on it seems to load the tractor and put strain on the hydraulic system. I have removed all flow control devices and check valve. It still seems to overload the hydraulic system. There is nothing left but just fluid circulating through the small hydraulic motor. I don't understand why this seems so hard to operate. The tractor performs fine on all other hydraulic applications. Does anyone know how to operate this planter with open centered hydraulics? Thanks.
