North Central Iowa | mwebster is correct in that FAA mandates a person can only operate one UAV/drone at a time. You can have 2 people operating 2 UAVs (1 on the tether UAV and 1 on the mission UAV) as long as they are each piloting their own UAV. Same holds true for the recreational/hobby flying. You would still have to follow the line of sight rule as well and line of sight is with your own eyes and not using any enhancements (video from another drone, binoculars, etc.). However, you are allowed to have spotters/forward observers as long as they 1)see the UAV at the times when you don't have line of sight and 2) they are in constant, real-time communication with you the pilot of the drone.
That being said, I have not seen anyone who has a tether/repeater type system out there. And I would agree that something like that would be useful.
