SW IL | Sprayed some of mine Monday. Used Dicamba approved tips (looks like I'm putting on liquid fertilizer, but no drift). 99% of waterhemp are just emerging or under 4". Mine look like what you describe, hope I got them!
Middle pic is the tallest TWH I could find.
