Aluminum fabrication question

Subject: Aluminum fabrication question



northeastern Ohio

How would you fab the following part (see picture below)?  It is 3/8" 6061 aluminum, 6" in diameter, with a 2.25" hole in the center, and six 1/2" holes.

The six 1/2" holes are not a problem for me.  However, what would you use to cut the overall circle and the circle in the center?  I took it to a local fab shop and they quoted me $110.  I do not have a lathe, but $110 would make a good downpayment on one.  The local fab shop said that they would use some sort of router to do it, but they didn't go into any details.  Suggestions please!
