27" is an awful lot of rain, we have tried covers in a 15-18" rainfall environment and been happy with the results. We won't touch rye though due to the fact we plant so much wheat in our rotation. I think the key with covers is experimenting and finding a blend that works well for you. Oats is the base for our blend and then we work off of that depending on what we want to try to accomplish.
