| Same electrical function you say. DEFINITELY NOT! I have had to explain more than a couple deaths from such a connection. That's not fun. The purpose of the separate ground is to PROTECT the user of tools and appliances if there's leakage from power to the chassis. Connecting the ground to the neutral at the outlet makes that safety dependent on the quality of that neutral circuit. If that neutral goes open like it did in those cases just turning on the tool is enough to fry the user of the tool. DEFINITELY NOT A SAFE SITUATION. But it will probably pass the outlet tester test. But its a killer, and should never be considered.
