90% of lighting problems on that vintage is caused by poor connections in the harness plug-ins under front right corner of the cab, behind the panel above the battery, as Lightning said. Turn on the lights then wiggle the plug-ins. I went to the JD dealer to get a wiring diagram to find the right color wire, and by-passed the plug-in.
