The 16.5 is bigger in diameter, as well as a different bead angle. If you have ever mounted a 16.5 tire on a 16" rim, there is no way it would ever air up because the tire is loose on the rim.
I don't know if the little bit of extra clearance on a 16.5 is enough to make any difference, however.
235/80R17 mud tires???
