Turn off the liquid, You have to start it on vapor and without engine heat there isn't going to be any vaporizing in the vaporizer. You have flooded the engine severely. The regulator on the carburetor should be set for an output pressure a little less than atmospheric pressure so vacuum in the intake manifold sucks it open and sucks in vapor and at the right mix so it fires. After its warm, it will run on liquid.
