What a friend of mine did - good Craftsman rolling chest with a new base built out of heavy angle iron, 6" casters under that and two supports made out of 1" square going up the back above the top of the chest which supports a sheet of pegboard the width of the box. The peg-board on the back also acts as a backstop when you are throwing part and tools onto the work area on top of the chest. The tool box he already had, and the rest cost under $100 and works pretty well. Keeps the wrenches on the pegboard along with the other commonly used tools and everything else reside in the box plus the 6" wheels make it a lot easier to roll around.

Edit: Craftsman makes a good box, much better than the Wal-mart ones, but Snap-on and Mac boxes are excellent. Myself I own a Snap-on that I got back when I was in Diesel tech and the only problem I have with it now is its not BIG enough!
