True.  Starts as a fungus, deposits spores, dies.  Next year same thing, spores on outside of circle.  Larger the circle, longer time fungus is growing.  No harm to anything, interesting to watch.  We used to have one in our front yard, circle got pretty big before we sold the house.  Don't see it every year, depends on moisture, if dry might not notice.  Some consider them lucky.
