I buy and spread 250 tons of partially dried (35-40% moisture) layer house manure every year. When a truck load is delivered to the field I either spread and disk it in immediately or cover it so that it can't get rained on. I've never had any complaints from the neighbors but I try to be sensitive to their concerns.
This company is making a mistake because even if the government won't take action they are inviting a lawsuit. This qualifies as a nuisance, " an unlawful interference with the use and enjoyment of a person's land." The cost of defending themselves against a lawsuit will far outweigh the value of the manure.
