It's way past time for the federal laws to be updated regarding the use of drones and to specify a list of offenses the drone operator can be charged with. The type of behavior described is nothing short of a new form of trespassing, harassment, and stalking, as a minimum. There is no reason that using a drone in the manner described shouldn't also be considered threatening and be a sufficient reason for being shot down or destroyed.

Just wait until a drone is used to routinely scope out a senator's or lawyer's or judge's home and peer in their windows, or fly around a school yard during recess times checking out the kids, or flying around a business that has restricted entry access to all its property, etc., and then see what kind of actions will be taken. No reason for the person in the original post that is being heckled to put up with it either.
