Could very well be a security guard for someone that's on the plane. Any Monsanto CEOs sitting beside him....lol That's why he didn't move.
We don't have air marshalls here in Canada. My cousin pilots for Westjet. They rely on the passengers if another passenger is getting out of hand. ABP: Able Body Passengers.
