Exactly.

Policy will determine the direction of the final resolution. It will not control it, but it will determine the direction events take for the excessive debt load to be relieved.

Then once we hit bottom and excessive debt is brought back to serviceable levels, we can start over to rebuild from hopefully what is a stronger foundation.
