The REAL REASON the mandate IMO will be changed is simply gasoline demand IS falling................. Roughly 20 billion gallons LESS then what was projected in 2007 as the RFS was put in place.............. Projected Gasoline use it simply not near what it was projected 2007 when gas was a much cheaper price.

This is why the price of RINS have sky rocketed,,,not enough gas demand to blend 10% ALCOHOL to meet mandated projections.
