Leave the beets anchored in the ground and turn the cows loose. Back when they let the guys PIC a few fields ten or fifteen years ago we let about 600 head of mother cows in dec/jan eat the tops off some beets. I don't think we would have even needed a fence around that field, it was awesome to watch, cows did good. I don't think my Dad was suppose to be doing that but it didn't take long to clean the foliage off.
