Wal-Mart used to have a "Toy Camera" (that is how it was identified!) in the electronics area for under $18. The last time I looked it was still there. I have also seen keyring cameras! 
It wasn't much of a camera, and lacked a lot of features, but it worked. Just as an example below are a couple photos I know were taken with the little pocket camera I bought a couple years ago for under $18.
