Jake,
You are mostly correct. It will probably germinate. But if it does not vernalize (shoot has to be emerged from the seed and then subjected to freezing temerature), those plants will not flower this year and therefore will not produce seed. However, they will continue to grow (will not get as tall). If you do not kill them (mechanically or chemically) and they survive the normal diseases, then they will vernalize next winter.
