Applebee's is at fault mostly.
Calling a 18% surcharge a tip is totally wrong. A tip is an amount the customer give for good service. The better the service the higher the tip should be. If I get poor service I still give a tip of 1 penny. It shows the server that I did not forget the tip, but my tip was based on the service I got.
