If you can grow corn I don't think you should consider growing barley unless you want to brew beer.
I am sure that you could grow barley in you area, and it comes in spring and winter varieties. But, I am sure that corn beats it either as grain or fodder feed value and yield.
In lots of places in the world the climate will not support growing corn and barley works as a feed grain for livestock, so that is what they use.
