OC, I've seen the same thing in our area but I've also seen those same guys hanging off of poles in freezing rain storms,blizzard conditions ( -20 winds howling, zero vis) or in buckets during torrential downpours with lightning flying around. Sure sometimes they dog it, and appear over paid but other times you couldn't pay me 3x their pay rate to work in some of the nasty weather/situations they do.
