The #1 alt wire (Delco SI alt) or the "L" wire if a Nipondenso alt) is a resistor wire which will drop the voltage some when the alt field is pulling a normal 2-4 amps. With the plug removed from the alternator, which removes all load from the #1 excite resistor wire, voltage will be closer to 12V.
