I've used an ashland 11 yard scraper behind a fwa tractor and it worked great. Do a search, there was some posts a few days ago on the machinery forum ( I think ) about the best way to run a scraper.
As far as the NRCS goes, you can do as you please, but I'd try to keep them out of it. Around here, they would have you build it 132' wide and seed it down after 8 trips to their office and 80 pieces of paper.
