I think there is some merrit to that thought. There is a lot of 3'' clay tile around here and all the ones I have worked on were clean as a whistle. One was I fixed a couple years ago during a wet spring was actually way overloaded and I could not believe the amount of water going through it. It had maybe 1-2% grade and was running clear full. When I opened it up to fix it a peice of clay tile blocked the hole... I could barely get in the hole and open it up before it was a foot under water. I couldn't believe how hard that tile sucked my hand when I cleared it out.
