I therein is the answer I think. You think about the billions trillions of cu. ft. of air passing by from the ground to say 6000 ft. and the amount of kw. that is harvested and you are talking about a very ifintiesimal ratio.  

People are always looking for a reason for the weather not being what they want.  Fact is the weather is highly variable and will always be.
