I second Jim's advice to buy a good fencer. Gallagher is a good brand. I have one, an 800 that does about 10 miles of wire on about 40 acres (field is divided and some multi strand perimeter fence). It will throw a spark almost an inch to a wet steel post if things are right. If cattle are used to going through your fence, or have little feed, you need the good fencer. Use a couple of wires, put springs in each wire, maybe 2 springs in your case, and make sure you are well grounded at the fencer. 3 or 4 ground rods 6 feet or longer driven all the way in 10 feet apart and a 100 feet or more from hydro ground. If you have a fencer like this and 5000 + volts on the wire that should stop them. Otherwise might I suggest a truck and sell the cattle? Your neighbour will get the hint pretty quick.
