Well, for a start here is a Wikipedia on "Soil Health" http://en.wikipedia.org/wiki/Soil_health

I think it is basically the condition and viability of all the microbes, insects and earthworms plus the condition of the organic, chemical and mineral factors in the soil needed for plant growth. That said, there have been many PhD's earned studying the soil and there be many more earned. Soil is incredibly complex and there are many types of soils. As they say, "it ain't just dirt."
