NW Washington | Raking and windrowing the wheat straw before seeding the rape might be an option. Carlos Crovetto, the well known Chilean no-farmer, has raked and seeded various crops to get around the residue problems. The windrows are spaced at intervals that match his drills or seeders and then the residue is scattered out again later. Rape seed needs to be seeded shallow and broadcasting it and then harrowing and or rolling would probably result in a good stand of rape. It can become a real weed in some situations because it grows so easily. Here is a link to a You-tube of Crovetto. But of course it is in Spanish.
