Sharktooth row cleaners do a great job. I would plant between the rows even though it is tough on tires. The problems I had a year ago doing this was trash blew back over the row in places and caused uneven emergence. This year I'm running a Landoll VT disc over the ground to warm the soil for more uniform growth and anchor the trash.
Using a turbo-till might not be a bad idea.
