CowsNPlows, You have not included enough information. Is a flow meter required? Is the pump positive displacement and a simple rpm sensor good enough for rate measurement? What is the hydraulic power source? I often use Brand Hydraulics EFC valves. The cast iron body stands up to fertilizer better than aluminum. http://www.northerntool.com/shop/tools/category_hydraulics+hydr... Northern Tool has the best price I have ever found for open center PWM valves. 10 and 15 gpm valves are listed here, unless something is unusual about the pump, they should be ok. Brand makes closed center valves, but the price will be at least double if you order one from a hydraulics shop.
The hyd motor is going to change depending on if you want to direct drive the pump or chain drive it. I would start with a Char-Lynn S series, A 3.6 to 4.6 cubic inch/rev might be used with a direct drive, depending of the available hydraulic flow rate. I do not have enough information to even guess on a rate sensor.
