I think your insurance company would not cover you or your farm if someone filed a drift claim against you. Claim could be filed directly by drift recipient, or by State agency.
I realize that fungicides have low drift concerns, but often farmers mix insecticides with the fungicides. Bee hive operator could file claim. Filing a claim would open an investigation whether or not you were in error.
It seems that if your insurance company found you had no licenses you might be without insurance coverage in this case.
