Subject: Surestop clutches sticking "on" not letting me plant

Southeast MN
I'm running into issues with surestop clutches not fully disengaging when entering my unplanned areas resulting in unplanted rows. Then, if I flip the switch a couple of times the rows are good again.
It's only one row at a time. Not the entire planter.

What could be causing this?
Never has caused the clutch config failures. Always let's me plant. Clutches work fine when I disable the row shutoffs and unhook the 12v power to the clutch module, they arent slipping. Clutches are 2 years old and about 1200 acres on them.

Any ideas?
