yes rtk would be provided if the gps is set to rtk. i wouldn't call that rtk at 16 inches of error, are you like 100 miles from the base? something is odd there. for what your doing and how your doing it i don't think 16 inches is the end of the world but i ask for about .4 inches out of my rtk provider.
