Probably can buy an electric drive kinze 3600 for under that.
I run one with the vac on it with a 7130 magnum. Not any extra hydraulics but works good enough.
I have kinze 3600 with electric clutches also. Finger pickup and does as good as my vac planter.
I have seen several sell for around $20,000 that were the 16/31 planters, complete with monitors.
