The problem is the government is not involved. It is some made up, outside the government agency, (agencies can only be enacted by congress, who have not made it yet) whos "director" and his minions are allowed access to systems they shouldnt be allowed access to, by people who were put in place to run an agency, whose loyalty is to a person whose stated goal is to tear apart the system.
