Yes, completely agree. I have a neighbor that is using a REAP grant for installing a 100Kw solar system on their farm. They were told Friday that there is a very good chance they will not get any money from the grant and have to pay for it 100% on their own. Of course, they can't cancel the deal since it's 75% installed. That is a huge financial swing for a farm in a matter of a day.
