I'm surprised you American guys aren't familiar with free standing panels.Up till about 10 years ago everyone used the 6 bar 1" square tubing panels which you could move with a loader but had to set up by hand. Now everyone is moving more to the free standing drill stem panels which are moved and set up with a tractor. At 24'-30' long you can set up a corral or fence in a hurry. johndeere1,I sure wouldn't make them less than 5 feet high and I'd put in a couple more pipes or 1" sucker rods to make less of a gap. I made 2 a couple years ago that are 6 1/2 feet high to allow for manure buildup for part of a bull pen, think I went a little overboard that time but 4 1/2 feet seems a little low. Just my .02 FWIW.
