Couple things.
1. They weren’t arrest warrants signed by a judge. It was “paperwork” from bureaucrats made to seem like arrest warrants.
2. They were advised by previous lawyers to not pay any fines so as not to admit guilt. My take from the article is they weren’t ignoring the vet board.
