| Years ago, the Japanese got in a snit with the US over some trade issue. They were on the losing end of the deal, but decided they really did have some leverage. Seems that every incoming load of produce had to be inspected before it left the dock. Well...... the inspectors were busy for days. You get the idea.... produce would not pass inspection when they finally "got the time" to inspect it. Was completely rotten. "See? Your produce is no good, it's rotten!"
If you can't come to a compromise prior to delivery, don't unload it if you suspect it wasn't tarped. Should be easy to tell. Tell the trucker you will not accept the load, it's damaged. That will put it back on the shipper to deal with the building company. If need be, tell him to drop the trailer and wait for a company rep to come look at it with you.
