Seriously, Our local private dumps wet in a pile all the time....but by that time it's his money he's playing with and he's smart enough to get it picked up before January...Usually we have enough Rain days he just goes full crew cleaning up the pile...
You can't blame the Pile...you have to go straight to management,and when a COOP is involved...nothing personal at risk= what do they care?
