Subject: Ag Leader Surestop Clutch problem

I have a White 8222 planter with the Surestop electric Clutches installed, clutch on each row but two rows paired together. Going on Third season with these clutches and they worked great until Soybeans last year. I seem to have a row or two that keep planting into my already planted end rows. Sometimes row 1 and row 8 sometimes just row 8. Row 8 seems to plant all the time, 1 will shut off or slowly drop seed yet, sometimes another row will dribble into the end rows, next time it will work fine except for row 8. Chain tension is at 1/4" or less deflection on short chain.

Is there a way to test these to see if there is a problem with the clutch? What other things should I look for? I remember reading something about this being a problem on White planters because of not enough resistance on seed plate but do not remember the remedy.
