Subject: 8.3 cummins any good?

We are looking to replace our old water truck. Its a 1980 Ih with a non-turbo 3208 cat. with a 10sp fuller. carrying a 3250 gallon water tank. Very very under powered in the hills. Believe me you learn real quick on how to shift. Well Thanks to the good grace of the lord this truck is finally being retired, and we are in the market for a new water truck. I found a 1995 L8000 Ford with 20 feet of frame and heavy specs. It has a 8.3 liter cummins and a 8LL fuller trans with 4.63
gears. The site say 250hp which worries me because i don't want to waste money on a under power truck. Is anyone familiar with this type of set up. Or should i stay away. Thanks in advance for any advice.
