Subject: drip irrigation water meters


I have a farmer in my area that has drip irrigation. He has hardly any water rights but yet he can irrigate all year with out going over the max amount of gallons. My question is, the water meters that are used for the drip, they have the wire coming out of it that goes to the control screen, can you some how take those off and put another one in so that all the gallons do not go on the one meter. Thats the only way i can think of how he gets away with it. I do know though that drip takes a lot less water.
