Subject: crop insurance and prevent plant question

Heres my scenario.
I farmed a quarter in 2006-2008. This year i added another three quarters (2009). I had quite a bit of prevent plant on that added land that was planted to corn. I recieved a summary sheet of what my premium was going to be and what my pp payment would be. My pp payment exceeded my premium payment. Now they are trying to turn all of my corn pp into wheat pp saying i ran out of corn acres, saying that its the next closest payment. Well its not the next closest payment for me, soybeans are. Anybody know the rule on added land and pp acres? I cant seem to find anything in my policy.
