We were always independent...you may remember "the last place to get telephone" wasn't by AT&T...it was by a co-op.
Otherwise here the copper is left in place as there are some area(thanks epa lobby) that fiber cant go yet, and even then they said the copper will stay up for when the fiber is inevitably dug through. All the fiber put it was put by our co-op, not contracted out at all.
